I'm not sure about the error but I tried doing the steps I describe in a clean solution just a couple of days ago. Not sure why you get the error but I know other people have had some problems as well. There was a schematic to use before but unfortunately it's not working anymore.

The maintenance of the translation files is important and a bit lacking in the Angular solution. But, there are some paid services out there that you could use for this. Maybe it would be worth it for your team?
